英语专业四级考试新闻听力突破 BBC-Unit01

[00:07.09]英语专业四级考试新闻听力突破

[00:10.30]第二章 BBC 新闻突破训练

[00:16.46]Unit 1 Politics

[00:21.65]News Item 1

[00:23.37]In Russia's presidential election,

[00:25.74]Dmitry Medvedev,

[00:27.11]Vladimir Putin's chosen successor,

[00:29.30]is heading towards

[00:30.46]an overwhelming victory

[00:31.68]of more than 65% of the vote.

[00:34.40]However, the main independent

[00:36.77]Russian observer group

[00:38.02]has questioned the results,

[00:39.52]saying that the turnout

[00:40.59]was impossibly high in some regions.

[00:43.52]Shortly after appearing

[00:44.40]side by side with Mr. Putin

[00:46.86]at a celebratory open-air concert

[00:49.30]in Moscow,

[00:50.24]Mr. Medvedev said his policy

[00:51.55]would be a direct continuation

[00:53.52]of his predecessor's.

[01:05.15]News Item 2

[01:08.12]The National Assembly in Cuba has,

[01:09.93]as is expected,

[01:11.68]selected Raul Castro

[01:13.21]to succeed his elder brother Fidel

[01:14.80]as the country's new president.

[01:17.53]The real shock was

[01:18.84]his choice of vice president.

[01:20.71]Instead of

[01:21.96]one of the younger generation

[01:23.12]of communist leaders,

[01:24.46]Raul Castro picked

[01:25.74]José Machado Ventura,

[01:27.74]a 78-year-old hardliner.

[01:30.09]The National Assembly

[01:31.68]has approved Raul Castro's request

[01:34.12]that he consult his brother

[01:35.50]on major policy issues.

[01:37.81]In the United States,

[01:39.15]the chairman of

[01:40.18]the US Senate's Foreign Affair Committee

[01:42.84]Joseph Biden said that

[01:44.56]the US should now be preparing

[01:46.56]for the prospect of change in Cuba,

[01:48.84]but that for the moment

[01:50.25]it should not substantially

[01:51.97]alter its relations with Havana.

[02:04.72]News Item 3

[02:06.37]The opening of

[02:08.53]the European Union-Africa Summit

[02:10.75]in Lisbon

[02:11.40]has been marked by strong criticism

[02:13.25]by European leaders

[02:14.37]of the Zimbabwean President

[02:16.12]Robert Mugabe.

[02:17.72]During a closed session

[02:19.47]with Mr. Mugabe in attendance,

[02:21.53]the German Chancellor Angela Merkel

[02:23.59]is reported to have condemned his policies

[02:25.84]as damaging Africa's image.

[02:28.40]The Head of the European Commission

[02:30.62]José Manuel Barroso

[02:32.28]told the African leaders

[02:33.87]the EU would not shrink

[02:35.62]from raising issues of human rights

[02:37.40]and good governance at the talks.

[02:39.75]There has been no public reaction

[02:41.59]from the Zimbabwean leader,

[02:43.50]but some African delegates,

[02:44.93]including the Senegalese President

[02:47.00]Abdoulaye Wade

[02:48.62]defended him.

[03:00.19]News Item 4

[03:02.34]The US State Department

[03:03.53]has announced an internal inquiry

[03:05.37]into how the personal files

[03:07.03]of all three American presidential hopefuls

[03:09.75]came to be breached.

[03:11.91]The State Department spokesman

[03:13.22]said the files most likely

[03:14.97]contained biographical information,

[03:17.09]passport applications

[03:18.68]and were accessed on several occasions

[03:21.47]by employees working for

[03:23.00]independent contractors.

[03:25.28]Barack Obama said

[03:26.63]he was deeply disturbed

[03:27.93]that his passport files

[03:29.28]had been opened

[03:30.12]without approval.

[03:31.62]He said it was a problem

[03:32.81]not just for him,

[03:33.94]but also for the functioning

[03:35.66]of the government.

[03:37.03]Both he and the Republican

[03:39.19]presidential candidate John McCain

[03:40.94]called for an independent inquiry

[03:43.37]into the incident.

[03:45.03]The State Department Inspector General

[03:46.81]is now conducting an investigation.

[03:49.84]And State Department officials

[03:51.81]said there was nothing yet to indicate

[03:53.87]that the incident was anything more

[03:55.78] than imprudent curiosity

[03:58.35]but they added

[03:59.12]they were not discounting

[04:00.75]other possibilities.

[04:12.06]News Item 5

[04:13.85]The United States says

[04:16.75]it has found a way

[04:17.72]to resolve the financial dispute

[04:19.09]that's held up negotiations

[04:20.72]with North Korea

[04:21.69]over its nuclear program.

[04:23.81]The funds amounting to $25 million

[04:26.54]have been frozen

[04:28.19]in a Bank in Macao since 2005,

[04:30.60]when the US accused North Korea

[04:32.50]of money laundering.

[04:34.47]$25 million is not a large sum of money

[04:37.16]in the great scheme of things.

[04:38.63]But it was enough

[04:39.50]to threaten the implementation

[04:40.63]of a key agreement

[04:41.66]signed in February,

[04:43.07]under which North Korea

[04:44.04]would start shutting down

[04:45.23]its nuclear weapons program

[04:46.75]in return for aid

[04:47.85]and international recognition.

[04:49.94]And it looked for a moment

[04:51.22]as if this financial hitch

[04:52.75]might derail the whole process.

[04:54.72]But that fear now seems to be receding,

[04:57.98]though it's not entirely clear

[04:59.73]if North Korea has yet agreed

[05:01.22]to the American proposal.

[05:13.32]News Item 6

[05:15.32]Iran and the United States

[05:17.51]have agreed to hold new talks

[05:19.66]on the situation in Iraq.

[05:21.85]No date has yet been set.

[05:23.63]But it has been the first time

[05:25.54]in nearly three decades

[05:27.10]that the two have publicly

[05:28.91]sat across a table.

[05:30.69]But now, Iran's most hard-line government

[05:33.28]appears to have agreed to talk,

[05:35.32]or be it only on the subject of Iraq.

[05:38.08]But everyone in Iran knows that

[05:40.70]if negotiations on Iraq go well,

[05:43.20]there's a possibility

[05:44.48]the relationship could grow

[05:46.04]to encompass

[05:47.05]more controversial issues,

[05:48.89]like Iran's nuclear program

[05:50.42]and regional security guarantees.

[06:03.61]News Item 7

[06:05.20]Negotiations have begun in earnest

[06:07.61]at the UN

[06:08.33]over Kosovo's future

[06:09.70]with Security Council diplomats

[06:11.64]meeting to discuss

[06:12.67]competing proposals.

[06:14.52]The US and the Europeans

[06:16.29]have suggested that

[06:17.23]the UN envoy Martti Ahtisaari's plan

[06:20.01]for supervised independence for Kosovo

[06:21.77]should be adopted,

[06:23.20]while Russia disagrees.

[06:25.14]Kosovo's future is the subject

[06:26.92]of a testy disagreement

[06:28.30] between Russia on one side

[06:29.61]and the US and its European allies

[06:31.73]on the other.

[06:33.14]The United Nations

[06:34.27]has run Kosovo since 1999

[06:36.29]when NATO bombed Serb forces

[06:38.71]fighting ethnic Albanian

[06:40.17]seeking independence from Serbia.

[06:42.42]Now the Security Council

[06:43.95]must decide what to do

[06:45.05]with the UN envoy

[06:46.05]Martti Ahtisaari's plan,

[06:47.52]which puts Kosovo

[06:49.29]firmly on the path to independence.

[07:01.54]News Item 8

[07:03.11]The parliamentary panel

[07:04.80]in Nigeria has said

[07:06.39]the country's former president

[07:07.83]Olusegun Obasanjo

[07:09.58]awarded multimillion-dollar contracts

[07:11.86]to nonexistent companies

[07:13.83]to renovate the country's power sector.

[07:16.51]President Umaru Yar'Adua,

[07:18.42]who took office last May,

[07:20.05]said there was little to show

[07:21.64]on what the previous administration

[07:23.48]had spent.

[07:25.30]According to the investigating panel,

[07:27.14]the previous Nigerian administration

[07:29.30]gave more than 50 million dollars

[07:31.67]worth of government contracts

[07:33.14]meant to help fix the collapsed power sector

[07:36.11]to 34 nonexistent companies.

[07:38.98]It's the latest revelation by the panel

[07:41.11]which has been investigating an issue

[07:43.24]very close to Nigerians' hearts.

[07:45.83]Despite Nigeria's oil and gas wealth,

[07:48.52]the country still produces

[07:50.21]a miniscule 3000 megawatts of electricity

[07:53.77]for a population of 140 million people.

[07:58.24]To put that into context,

[07:59.52]South Africa produces 12 times

[08:02.02]as much power

[08:02.92]for just 1/3 as many people.

[08:16.11]News Item 9

[08:17.86]The United States President George Bush

[08:20.67]is in Europe on his way

[08:21.92]to a potentially difficult meeting

[08:23.58]with his Russian counterpart

[08:24.68]Vladimir Putin at Wednesday's summit

[08:27.24]of the G8 economies in Germany.

[08:29.21]Mr. Bush has arrived in the Czech Republic

[08:31.36]where he is to give a speech on Tuesday

[08:33.58]that is expected to criticize

[08:35.52]what he sees

[08:36.23]as Mr. Putin's growing authoritarianism.

[08:39.45]Mr. Putin has threatened

[08:40.92]to train nuclear weapons

[08:42.36]on Mr. Bush's European allies

[08:43.96]if a planned American missile deployment

[08:45.99]in Europe goes ahead.

[08:57.77]News Item 10

[08:59.46]The Hamas leader Khaled Meshaal

[09:01.52]whose movement

[09:02.49]has seized control of Gaza

[09:03.89]says he wants to work

[09:05.40]with the Palestinian President

[09:07.27]Mahmoud Abbas

[09:08.33]from the rival movement Fatah

[09:10.39]for the good of the Palestinian people.

[09:13.02]Mr. Meshaal said

[09:14.15]Hamas had not wanted

[09:15.43]to take over Gaza by force,

[09:17.71]but had no choice

[09:18.96]because of the insecurity there.

[09:21.61]The two sides were supposed

[09:22.74]to be in a government of National Unity,

[09:24.86]but had fought pitch battles

[09:26.77]for the past week

[09:28.14]in which more than 100 people

[09:30.08]have been killed.

[09:31.77]The Palestinian President

[09:32.86]Mahmoud Abbas of Fatah

[09:34.86]has named Salam Fayyad

[09:36.80]as the new Palestinian Prime Minister

[09:38.96]a day after he dissolved

[09:40.55]the National Unity government.

[09:42.40]But Hamas has denounced

[09:44.15]the move as illegal.
